       2025年9月13日，备受全球金融界关注的首届全球行长峰会新闻发布会在美丽的中国-昆明隆重召开。本次发布会由国家生态文明试验区监督办公室、中国国际科技促进会可持续发展委员会、海南省投资商会等单位联合召开，来自国内外金融监管机构代表、知名金融机构负责人、经济学专家及百余家主流媒体齐聚现场，共同见证海南全球金融盛会筹备进程中的关键节点。发布会上正式宣布，首届全球行长峰会将于2025年12月15日在中国-海南自贸港盛大启幕。全球行长峰会组委会将邀请世界和平委员会作为会议的指导单位。

       September 13, 2025, Kunming– The press conference for the highly anticipated inaugural Global Bank Governors Summit was grandly held in beautiful Kunming, China. Jointly convened by the National Ecological Civilization Pilot Zone Supervision Office, the Sustainable Development Committee of the China International Association for Promotion of Science and Technology, and the Hainan Investment Chamber of Commerce, among others, the event brought together representatives from domestic and international financial regulatory bodies, leaders of renowned financial institutions, economics experts, and over a hundred mainstream media outlets. They gathered to witness a critical milestone in the preparations for this major global financial event in Hainan. The conference officially announced that the inaugural Global Bank Governors Summit will commence on December 15, 2025, in the Hainan Free Trade Port, China. The organizing committee for the Global Bank Governors Summit will invite the World Peace Committee to serve as the guiding unit for the conference.

       The Chairman of the World Peace Committee pointed out:"Finance and world peace progress from coexistence to mutual prosperity. Only a stable financial order can serve as the cornerstone for healthy economic development, and economic prosperity is the core guarantee for eliminating social conflicts and maintaining peace." Against this backdrop, the convening of the inaugural Global Bank Governors Summit holds significant meaning for "building on the past and ushering in the future, breaking deadlocks, and achieving breakthroughs." It directly addresses six core issues in the current global financial sector, aiming to build a "bridge for solutions" for global financial cooperation.

       Addressing the imbalance between financial security and efficiency,data shows that global financial fraud cases increased by 18% year-on-year in 2024, and cross-border money laundering scale exceeded $3 trillion. Simultaneously, financial service coverage in some developing countries remains below 30%, with inefficient resource allocation becoming a bottleneck constraining economic growth. The organizers emphasized that only through deep collaboration among global financial institutions, establishing cross-border risk early warning mechanisms and unified compliance standards, can financial crime be fundamentally curbed, and the accessibility and efficiency of financial services be enhanced.

       Confronting the dual challenges of digital currency and fintech,as central bank digital currencies (CBDCs) enter pilot stages in over 50 countries and the penetration rate of blockchain and artificial intelligence technologies in the financial sector exceeds 45%, technological innovation brings payment convenience but also triggers new issues like data privacy leaks and insufficient cross-border regulatory coordination. The summit will feature a dedicated parallel forum on "Fintech Innovation and Risk Governance," inviting experts from top global tech firms and financial institutions to explore the construction of a financial regulatory framework empowered by next-generation information technologies.

       在普惠金融与实体经济联动层面，发布会上，世界和平委员会特派代表提到:“数字金融技术是打通普惠金融服务‘最后一公里’的关键”。   目前，中国政府通过移动金融服务覆盖广大农村地区的成功实践已得到国际认可，峰会将搭建案例分享平台，推动发展中国家借鉴数字化普惠金融的成功范式，让小微企业、低收入群体等更广泛地享受便捷可靠的交易、信贷、保险等金融服务，真正实现让金融“活水”精准浇灌实体经济。

       Regarding the linkage between inclusive finance and the real economy, a special representative of the World Peace Committee mentioned at the press conference: "Digital financial technology is the key to bridging the 'last mile' of inclusive financial services." Currently, the Chinese government's successful practice of using mobile financial services to cover vast rural areas has gained international recognition. The summit will establish a platform for case sharing, promoting the adoption of successful digital inclusive finance models by developing countries, enabling broader access to convenient and reliable transaction, credit, insurance, and other financial services for SMEs and low-income groups, truly channeling financial "lifeblood" to precisely nourish the real economy.

Currently, the global carbon neutrality process faces a massive funding gap, with financing needs for green projects in developing countries exceeding $2 trillion annually. The organizers stated that the summit will promote the establishment of a "Global Green Finance Cooperation Alliance," integrating policy banks, commercial banks, and social capital from various countries, innovating tools like green bonds and carbon financial derivatives, supporting the implementation of UN Sustainable Development Goals such as "Climate Action" and "Sustainable Cities and Communities," and providing financial backing for the global low-carbon transition.

       发布会透露，首届全球行长峰会将以“共建国际金融新秩序，引领金融新发展”为主题，聚焦“共识构建+机制落地”务实目标。主办方明确，海南峰会期间，全球参会代表将围绕三大务实方向推进合作：一是力争达成全球金融合作海南共识，发表宣言，明确金融安全、科技赋能、绿色发展等领域的金融合作原则与行动纲领；二是建立“全球金融机构联合工作机制”，设立跨境金融风险处置、金融科技新标准制定、绿色金融项目对接等专项工作组，实行“定期磋商，年度评估”的常态化协作模式；三是协商确定“全球金融创新试点工程”实施路径，将东南亚地区作为金融创新试点的起点区域。

       The press conference revealed that the inaugural Global Bank Governors Summit will adopt the theme"Building a New International Financial Order, Leading New Financial Development," focusing on the practical goals of "consensus building + mechanism implementation." The organizers clarified that during the Hainan summit, global participants will advance cooperation around three practical directions: First, striving to reach the Hainan Consensus on Global Financial Cooperation, issuing a declaration that outlines principles and action plans for cooperation in financial security, tech empowerment, and green development. Second, establishing a "Joint Working Mechanism for Global Financial Institutions," setting up specialized task forces for cross-border financial risk resolution, new fintech standard setting, green finance project matching, etc., implementing a regular collaboration model of "regular consultations, annual assessments." Third, negotiating and determining the implementation path for the "Global Financial Innovation Pilot Project," designating the Southeast Asia region as the starting point.

       Why choose Southeast Asia as the pilot region for financial innovation?The organizers explained that Southeast Asia is both one of the world's fastest-growing economic regions and a typical area with diverse financial needs and infrastructure awaiting improvement. The pilot project will focus on advancing the following tasks: Jointly building a cross-border financial regulatory pilot network system with Southeast Asian central banks, innovating and improving clearing and settlement systems among various banks, foundations, consortia, chambers of commerce, and enterprises, as well as central bank currency issuance mechanisms; Leveraging the policy advantages of the Hainan Free Trade Port to prepare for a "Southeast Asia Fintech Incubation Center," providing pilot scenario support and financing services for fintech companies in the region; Establishing a "Cross-border Financing Matching Platform for Green Projects," connecting the financing needs of green energy and ecological protection projects in Southeast Asia with capital supply from China and globally. Currently, relevant Chinese investment institutions, the Bank of Thailand, Singapore's DBS Bank, and others have expressed strong willingness to participate in the pilots.

       At the press conference, Mr. Zu Changliang, Co-Chair of the Global Bank Governors Summit and Director of the National Ecological Civilization Pilot Zone Supervision Office, issued a sincere invitation via video speech, welcoming central bank governors, leaders of commercial and policy financial institutions, financial experts, international financial organizations, and representatives of financial regulatory departments from all countries to actively participate and discuss major plans for global financial development.
